本人原来是H4,现在由于特殊原因，必须转成 F1

我个人理解 H类签证有移民倾向的，F1签证是不能有移民倾向的，
-H1/H4 holder is allowed to have immigration intent, and that does not mean the H1/H4 holder has immigration intent.

请问高手们，H4 转 F1会不会受限制,
