What is the Efile of HIB? Help

I really don't know what is the Efile of HIB? I need two days to prepare my HIB materials, and I warry about the HIB quota. May I use the Efile to apply my HIB to occupy a HIB?, and then tell them send the material later? how to opperate?Thanks a lot
