-It shoild not be a problem as long as they convince the VO they will return to China after they shortly visit US (no immigration intent).

-It is irrelevant to the visa application. They only need to show the relationship between your friend and her father (kid and parent), and the marriage relationship between your friend's father and his new wife (this prove the laddy is your friend's step mother, so your friend wants her to visit US and thus they can know each other).
