Your wife may apply for H-4 visa based on your existing I-797 approval notice provided you still work for sponsor employer ("old" employer). If you have been with new employer, and she can't not apply for H04 unless the transfer approval notice is available.

In case you are suggested to apply H-4 based on your old I-797 while you are actually working for new employer, it is considered "mispresentation".
