It bases on what situation you are.

If you are trying to transfer to F1, you may need to say you want to improve your academy skills or whatever you want to do as a student in US. (I did this one and got approved)

If you are trying to switch over to H1-B or O1, you may neeed to state why your new employer wants to hire you and what are the benefits to youself, your home country (China) and US.
