She can file change of status from H-1B to H-4 in the States. Following are the documents you need to submit:

1. Form I-539 signed by your wife
2. Form I-94 for both of you
3. Passport (front and visa pages) for both of you
4. Form I-797 H-1B Approval notices for both of you
5. Recent paycheck stubs for both of you
6. Marriage Certificate
7. A check in the amount of $195 to "US CIS"
