Urgent help----带牛肉干惹的祸

我老公刚从国内回来，带了一些牛肉干，被罚了300圆， 不知道这个对我们的绿卡是否有影响。海关人员说是penalty不是criminal，记了他的护照和社会安全号。 我看到485you 这一条：
"Being arrested，cited, charged, indicated, fined or imprisoned for breaking or violating any law or ordinance, excluding traffic violations?" Does he need say yes in the future for this one?
