-Hard to say. The acceptable 出生公证 should include the parents' names, birthdate and birth place. But if your parents can not get the 出生公证 which includes their parents'name at this point, they may just provide what they have for their GC application. If USCIS do not accept it, they may provide a new one later if they get the RFE. So, they have better prepare a new 出生公证 just in case.
