H4->F1 complicated situation

My hu*****and drove to Canada and got F1 visa (H4->F1) in Nov., because it's >
30 days before school starts, he entered using H4. The officer told him to go out of US and re-enter within 30 days to activate his F1 then.

Now we also want to change schools (F1 is not activated yet). His F1 visa
is for University A, we want to go to University B. Can we simply told the officer to link the visa for University A to I-20 for university B?
