加移民需要的police certificate要在国内公证吗？

CIC网站上说：
The original police certificate must be submitted along with the application
for permanent residence, and must be accompanied by an English or French
translation prepared by an accredited translator.

You can obtain a police certificate from the local Public Security Bureau

看起来是要派出所出具的原始证明，然后翻译下。。。。可是我家人到派出所去办理，
派出所的人说他们出具的证明国外不认的，必须用这个证明到公证处换一个公证书才行

到底是要派出所出的证明，还是公证处出的公证阿？有近期办过知道的请指点下，万分
