They should mail I-824 docu back to USCIS Office in USA or Embassy in Beijing China??
-Send the I-824 applcation to the USCIS Service Center (TSC, NSC) where his AP was approved. He needs to provide the evidence that USCIS approved the original AP application such as email, mail or even online approved status and pay the fee ($340). If he the photocopy of the AP, that is idea. Anyway, provide any evidences he has along with the I-824. He may ask someone in US to receive the duplicate for him and send it to China.
