因公护照过期可以回中国吗？有美国绿卡。

帮朋友问问。他爸有绿卡，但十几年前是拿的因公护照来美国的，护照早已过期限。现在想回国探亲。有什么办法吗？据说他爸申请过过护照延期，但是交了申请以后就没有下文了。
