H1 vs PERM 请PJIANG 赐教

我现在持的H1B是由公司的前律师为我申请的。此律师已经被公司开除。现在公司让我自己找律师申请绿卡。我理解应该先登广告再申请PERM，然后I140 再I485。可是我找的新律师说，申请了H1B， ＰＥＲＭ就已经批准了。不用再申请了。这是怎么回事？
