MANY THANKS TO 863221! He could not come back to USA for J1/2-year rule reasons.

This reminds me another question. Can I file 824 before he reaches fulfillment of 2-year homecountry stay? By the time when the petition reaches NVC or consulate processing he would have fulfill the 2 years. So that I can save some time of waiting.
