It is true that 所谓的绿卡申请要先发招工广告，等证明找不到本地员工后才可给外国人申请绿卡，这只不过是手续而已. However, under current economic environment, unless your job position is extremely unique, it is probably true that there will be 许多人来申请这职位，including those 适合职位的本地人.
Your company may find it difficult to find excuse to dismiss those interviewers and prepare your paper work to convince DOL。
