Called Senator's office

In Texas, Called Senator's(Mrs. Kay Bailey Hutchison) office about our case(I-485, PD 03/2005, NIW-BE2). Told that they normally doesn't accept employment based cases? Is that normal? or Just because the economy is so bad that office changed its policy. Anybody have successful experience dealiong with Texas Senator in pushing their cases go through the bottleneck? Thanks.
