我的485 receive date 是8月13, 申请费是395，那AP还要交申请费吗？

I-131 INSTRUCTION上说：
"if you filed form i-485, on or after July 30, 2007, ad you paid the I-485 application fee required, then no fee is required to file a request...."
这个7/30，是receive date吗？
