朋友妈妈移民绿卡被拒, Pls Help!

Friend's mom tried twice for non-immigration visa a few years ago but no success. After my friend became a citizen, she applied for immigration visa for her mom. The process took about a year and finally her mom went to 广州hoping to get the immigration visa, but got denied again. The reasons for the deny are: 1) She will become public burden (hinting my friend's financial not strong enough); 2) my friend is not sincere in sponsoring her mom.
Both friend and her hu*****and are Chinese traditional doctors. They have their own accupuncture clinic and report their income in Schedule C. My friend said that their income is just over the required level for five people (including a daughter in college, a 9 year old son, the couple and her mom). They also have bank deposit, a house in the SF bay area which appreciated a couple hundred thousand dollars in the past six years. Her dad passed away two years ago. She has close relationship with her mom, weekly talking over the phone, trips visiting her mom etc.
Please advise on what arguments and further documentation to provide in order for her mom to get the immigration visa.
