First, you should get your official offer from new employer. Then, you can inform your current ISO that you have got a new offer from XXX and need to transfer your documents to XXX from MM/DD/YY. Also, they may transfer your documents to ISO of your new university. Then, new university will issue you a new DS-2019 form.
