Let's start with the following Para. in section 203(b).

"(2) Skilled workers, professionals, and other workers.-
(A) In general. - Visas shall be made available, in a number not to exceed 28.6 percent of such worldwide level, plus any visas not required for the classes specified in paragraphs (1) and (2), to the following classes of aliens who are not described in paragraph (2): "

My understading is that 28.6% limit means the cap of all of the Eb2 in the world, see, 140000x28.6%=40000. But I still could not find any item strictly related to 28.6% limit within a country that made us conclude eb2 can get the maximum visa numner of 9800x28.6%=2800. People can infer from the item of 203 and obtain 2800 cap, but still 28.6% for each country's EB2 or Eb3 is not cleafied. Correct me if I'm wrong!
