From my recent experience, upon your mom's entry into US, the customer officer likely will issue the I 94 card authorizing legal stay in US through the date 6 months before the passport's expiration date. i.e. if your mom's passport expire on July 1st, 2010 and your mom enters US on Dec 1st 2009, the officer will issue I-94 with legal stay from Dec 1s 2009 through Jan 1st 2010 (back-dated 6 months from July 1st 2010). I strongly recommend your mom renew her passport before coming to US.
