You are currently out-of-status.
So file the F1 reinstatement immediately, and if approved, the whole period will be retroactively considered as in valid F1 status. There were several chances that you could have prevented this, but you missed them all. I assume you have a job offer now, which is the reason you want the pre-Comp OPT, so file H1 now is also an option (may need to reenter to get H1 I-94)
