请教皮匠, 863211老师: about preadjudication

My EB1 485 has been pending since this January. I called NSC and was told my case has been with an IO for pre-adjudication since September 11. Is
pre-adjudication needed for EB1 since their PD are always current? I think
pre-adjudication is only for cases whose PD is not current. Is that right?
