有个持绿卡的人把他的COVER LETTER AND RESUME发给了我老板，但是他没有按广告上的PROCEDURE TO APPLY ONLINE。 他发这个COVER LETTER AND RESUME给我老板只是想问有什么AVAILABLE的。请问这个人算是个APPLICANT吗？我老板自己搞不清楚。
-No. He is not a applicant yet. He needs to follow the procedure to submit his application to the proper department (e.g. HR, etc.). But your boss needs to ask him to follow the procedure to apply for the job if he is interested in it.
