How to notify divorce decree in Chinese when apply PR?

Hi friends, I need help. I am marrying to my longterm boyfriend who is a USA citizen. I am here in USA. I got divorced 3 years ago in court back in China.
I only have a divorce decree in Chinese. I don't need show any proof of my divorce since I am marrying here in USA. But when I apply for green card as
his wife, the immigrant department does require proof of my divorce.

So my question is, how can I get my divorce decree translated and notified?
Do I have to go to Chinese Embassy? Or can I just get it done local by any notifier who knows Chinese? Thank you very much
