现在可以交I-864吗？

父母移民（父母在中国）：请问我收到帐单付$70 fees for AOS (Affidavit of Support), 但没有寄给我表格， 我在网上pay了已经，我是应该等NVC通知我再交表格还是现在就交表呢？请问现在是属于“the NVC has contacted the applicant or petitioner to submit the applicant documents or the Affidavit of Support documents" 吗？谢谢。
