863211, pjiang and others 485 denied, howmuchchance If I do MTR

My 485 was filed by myself after I-140 approved (NIW) on July 17, 2007, USCIS had a one month open for all over the cases for I-485 submission, However, my filed case was returned to on August 27, 2007 due to the incorrect fee, the rejection notice asked me to re- with correct fee but they did not assign a receive date, however, after corrected this and re, they receive my package was September 30 which was ex pirated the one month open period.
The reason they denied saying `the immigrant visa was NOT immediately available at the time you filed your application on Sept,30 2007...`

I was really shocked, Please give me some suggestions,,,,Thanks

If I do MTR, I will emphysis the received date is July, 2007, not deny me just because of incorrect fee and signature since Sept made my visa number not currect, but July is current for my visa niumber
