The immigration law requires your employer has to send two copies of the H1 petition to USCIS and then, USCIS will send of them to PIMS. If your empolyer does not do that, USCIS will reject the H1 petiition. So, if your employer has got the H1 petition receipt, that means USCIS has accepted the h1 petition and the petition was also in the PIMS.
