withdraw case/resubmit will go to the same IO?

问个问题，有位老大整理了IO的审理纪录，比如TSC,100和1014都是杀手。如果我们收
到这两位的RFE，是不是该撤？

问题时，撤了之后，重新递交的话，是不是有了纪录，还要回到原来的IO手里？

大家都怎么想的？
