Can my mom still come to USA?

Hi,
My mom came to USA in 2007, at that time, we thought she will never come back again, so we didn't extend her six month visa but just let her stay about one year.

This year, I just bought a new house, really want my parent to come to stay for a while. In this situation, is it still possible to get visa for my mom?

Please advise. Thank you very much!
