What I emphasized is that I-140 application = Immigartion intent. I-140 = Immigration visa and You apply for I-140 = you apply for immigration visa, and of course you have immigration intent, right? I-485 application just means you apply for immigration status. You have to get immigration visa first, and then you can be qualified for application for the immigration status. So, no matter whether you apply for i-140 or I-485, you can be considered to have immigration intent.
