Indians EB3-EB2 porting unfairly cut in line

A lot of indians are porting their late PD EB2 application to their earlier PD EB3 because now those EB3s have accumulated the required years of experience on top of a bachelor degree. These porting EB2s cut in the line and will consume lots of ROW spill over visa numbers. Is this fair? Let's discuss this.
