Ask the consulting firm for the law firm that it is going to use to file the H1b and call the law firm to verify.

Don't send the money before you are convinced. It is 99% of chance that it's a fraud.

When you are sure it is a fraud. Report it to BBB (Bureau of Better Business) so that bad guys won't get away.
