我父母现在在美国，母亲I-94到11月8号过期，父亲I-94到12月26号过期。8月28号父亲将回国办绿卡需要的文件（原来没有打算过要移民，这次来才决定的），然后会在10月3号返回美国（有一年多次往返的签证）。
1． 两人的移民申请是 一起提交好还是先提交我母亲的？打算10月中旬一起提交，但是又怕我父亲的提交的太早影响拿绿卡。

If your dad returns in early October and you submit his application in mid October, it might be too early.
However, I understand your dilemma since your mom's I94 expires in November.

It might be too late, but a better way could be to have both your parents return to China and come back together and they will probably get a new I-94 with a much later expiration date.

What about having somebody in your family in China help with the documentation and don't send your dad back? If this is an option, then I would definitely consider it because that way, when you file your parents' greencard, it won't be considered too early.

From what I understand, all you need is your notarized birth certficate with your parents' names on it (assuming they are your biological parents and this is their first and only marriage). They probably don't need notarized marriage certificate. Correct me if I am wrong because I am planning to apply greencard for my parents too.
