no, it is wrong. One of parent is green card or citizen,the child is not chinese. but there is no law in china. This official is really stupid, you can come back to try difference window or try to another consular.By the way, which is consular it is? ohter option, you go to canadian consulate to declare that you abandon your PR in Canada. But the question is chinese consular accept or not
