The USCIS has recently changed the system and procedure for processing reentry permits and refugee travel documents. Under the new procedures, effective March 5, 2008, all applicants for reentry permits and refugee travel documents must provide biometrics information before departing the United States. This includes adults and children. The biometrics (fingerprints) must be taken in the United States; biometrics appointments not available for reentry permit applicants outside the United States. This means that reentry permit applicants must be present in the United States both when the reentry permit application is filed AND when the biometrics appointment is scheduled.
