No advance notice yet about when USCIS plans to stop accepting new capped petition, so I guess next week or two will still be available. USCIS did have advance notice about two-three weeks before announcement for end of FY2004 cap.

It sounds like the so-called body shop. They sponsor your H1B visa and are willing to lie on the I-129, but they don't pay you any salary. And you don't really have a job.
