为来者提供有用信息，统计NSC辖区efile到TSC被转回NSC的概率？
目的是为有条件上EB1的辖区在NSC的人逃避NSC魔窟提供可靠信息，同时也可以减轻EB2名额压力。

1. efile后case留在TSC处理
2. efile没有PP（多交$1000加快处理，15天内完成）被转回NSC
3. efile并PP后被转回NSC
