Need AP to travel to Saipan or not, help Jiangping.

Hello, Jiangping:
Sorry to bother you. My current status is ASO using EAD. I changed job before using AC21, so I lose my H1B status. My AP expired also. I need to travel to Saipang which belongs to US. Do I need AP to travel to there? If I turn in AP application today, how long it will take to get my AP.
