Is it a valid reason for emergency AP?--help help help

My mom does not feel well. We went to hospital in US and didn't have too much help and she wants to seek for Chinese Oriental medical treatment.

So she wants to go back to China where she has full insurance coverage to treat herself.

Is it a valid reason for emergency AP?

Qustions 2:

What is the procedure for emergency AP? Is it that I fill the regular I-131 first and then after I get a receipt number, I can schedule a infopass appointment for emergency AP?

Appreciate your help.
