加拿大移民 雅思考试？谢谢

博士临近毕业，有硕士的diploma，在美国，没有加拿大的offer。
请问不考雅思，写个说明，这样可行吗？buffalo embassy 的website 建议
non-native speaker take Ielts test.但是确实事情比较多，如果可以不考当然好。
