can green card holder sponsor parents immigration?

dear folks,

Although I am eligible to apply for US citizenship, I would prefer to hold my chinese passport for a while. My question is whether I can sponsor my parents green card as a permenent resident (non- US citizen)? if yes, is there a long waiting list?
