Illinois州不给TN holder失业金，怎么办？

各位有没知道的，帮忙出主意：

我是Canadian TN holder在美工作，maternity leave 刚回去两个月，就不幸被裁。我仍留在这里，因为老公在这里（也是TN holder），My TD application is in process。The Illinois state unemployment benefit office denied my application. They said I can file an appeal. 　

大家帮忙出主意，宝宝才几个月，这笔钱还是很重要的,especially for the tough time being. 如果file an appeal，胜算多大？什么理由最好？
