"I-94 confirms paroled for a minimum one year and status not expired"

1. that means :should get paroled I-94 for more than one year before applying for the financial aid ? if it is true, then my kid should get paroled I-94 before 1/1/2010?

My kid is going to be Grade 11, and apply for colleges 1/2011.


2. students with paroled I-94 is eligible to apply for all the scholarships besides fafsa aid?
