Usually the path is as follows:
LC(Labor Certificate -> I140 -> I485 -> get GC stamp

You can apply for LC when you are on TN. I heard that you can also apply for I140 when you are on TN(Don't quote me on this.:) ). You'd better change to H1B when you file I485.
