是否还有机会申请绿卡?

我母亲刚到美国. 她的I94 只有3 个月有效期, 上被注明 "STAY LIMITED PER SII, NO EOS/COS". 我下月可拿到公民. 请问她在美其间是否还有机会申请绿卡? I think EOS means extension of status, and COS means change of status (like change from one non-immigration visa to another). And Green card application is technically AOS. Does that mean the officer is leaving the door open, or it's just my wishful thinking? Thanks!
