急问：h4转f1的期间，h1不在美国，可以吗？

我想从h4转f1，不知道要多久，老公h1下个月回国，
是不是，我的申请材料递交上去的时候老公在美国，就可以了？！pending时，不管h1在不在美国？
如果不行，是不是到时，我lg没回美国，我的f1申请不下来，就要被驱逐出境？
