1). Do I have to transfer H1B to the new company?
-Up to you. Not need, if you use EAD.
Can I just use EAD?
-Yes.
Do I need to notify USCIS of the job change? Any risks?
-Up to you. Usually, not need.

2). Since the old EAD expired in March 2009, shall I apply for a new EAD or just extend the old EAD?
-You can ue this card to work for the new employer, and just renew it in advance 4 months before it expires (March 2009).

Concerns: a). The old EAD extension might be valid from March 2009 thru March 2011. I will lose several month benefit; b). the old EAD extension might trigger the questions like " Why this card was not renewed earlier?", and "Is there any situation of out of status?", etc.
-you worry too much.
