the child must travel with the LPR mother when mother returns to US for the first time after the child birth. It must happen before child turns 2 years old and the LPR mother must have no problem on her immigrant intent (intent to be permanent resident remains true), so mother would better do this within 6 months since leaving US, or in posession of a reentry permit. In this case, child can get LPR at port of entry (with birth certificate, translation,..etc)
No nonimmigrant visa or I-130 needed.
