Should I resubmit all new applications?

I submitted applications for my parents green card two weeks ago, but got returned due to the incorrect check fee. I found the applications has been scaned all ready with some numbers on. I wonder should I send all the papers back just with the new check fee or I have to prepare all the new application again?
